Monarch Honda overcharges for tire installation

I took a tire into monarch honda I needed a dismount and a mount of a new tire, I did not buy the tire from them. they quoted me a price. when I came back to pick up the tire the price was considerably more than quoted, I asked why and they stated that they replaced the tube because it was rusty! I did not ask for a new tube and they didnt bother to cal and get my ok to add the part they just did it.I dont think rust would have been an issue!!
